Unused Clothes
There are a decent amount of clothes in the game's files that go completely unused for unknown reasons, most of which are present in player.img, where all of CJ's skins and clothing goes.
Unless noted otherwise, all clothing listed here has a corresponding model and texture.
CAPPOLICE
A simple black cap that says "POLICE" on it. It's model doesn't look too finished, as only the outside of the hat is modeled. Looking beneath it will only reveal the inside of CJ's head, which is surprisingly devoid.
CAPNBAND/CAPNBANDGANG
As the name implies, this is a cap and headband combo, with a mostly hidden headband under a cap. They are red and green respectively.
CAPOVERGANG/CAPOVERRED
Similar situation to the above, but with the band being over the cap this time! The green one has a weed-themed band, and the red one has a skull-themed band.
The bandanas themselves are also unused, along with four other textures, giving this bandana 6 skins in total.
CAPKNITBLK
An almost pure black texture for the Watch Cap. This can actually be seen in a pre-release screenshot.
CAPGREY
A simple grey cap. There are versions for the normal, up, and backwards caps in the files (CAPGREY, CAPGREYUP, and CAPGREYBACK), but a "tilt" and "side" version are absent.
FEZ
It seems Carl would have been able to wear a fez, as there is a texture with the name FEZ, but it's merely a copy of CAPOVERRED. There is also no equivalent model present.
VISOR
A green-rimmed visor, nothing more or less. Likely intended for croupiers at one of the games' many casinos. Only a texture is present.
GLASSESX
Joke glasses with a red-and-white circle pattern in the lenses and "X-RAY VISION" written above them.
SHADESBLK
Generic black shades. Only a texture remains.
DUSTMASK
A N95 dust mask (different from the masks worn by some enemies in End of the Line). Only a texture remains.
SHIRTBBLUE
SHIRT/2/3
Only present in the PlayStation 2 and Xbox releases.
TSHIRTMERCWHT/GRY/RED
White, grey, and red Mercury shirts. Curiously, only the white variant has the word "Mercury" on the back, and grey is the only one with it on the front.
TSHIRTPROWH
A white shirt with an orange ProLaps logo on the front and a black ProLaps symbol on the back.
HOODYB
A dark grey Rockstar hoody. Interestingly, this actually uses its own unused blockier looking model, separate from the other hoody models. Textures are not compatible with each other, particularly the Rockstar text, as it will get distorted if it's on the wrong model.
TSHIRTERISYELL
The original version of the green Eris shirt available in-game in Binco, albeit piss-yellow.
It can be spotted on clothing racks in stores or part of piles of clothes, most notably a pile in one of CJ's safehouses.
TRACKTRBLUSTR
Almost identical to the used version of the track pants, but with a blue streak instead of a white one.
LEGSBOXERSWHT
Pristine white boxers that don't quite match any models oddly.
LEGSPANTSGREY
Some grey boxers with slightly more defined "features" than the in-game boxers. The model's legs are slightly shorter than CJ's legs in-game as well, and the legs in general have a different look, possibly meaning this is from an earlier model of CJ.
LEGS
player.img\legs.txd\legs has an earlier texture for the Blue Jeans, looking more creased and washed out than the ones in the final game, and having a black belt instead of a brown one; they can be seen in some pre-release screenshots with the brown boots, or black hitop sneakers. They won't work on the final Blue Jeans as the texture is shrunk into a black box. The texture hasn't completely gone to waste, as multiple characters and pedestrians in the game wear recolored versions of this design.
CHINOS
Speaking of CJ's beta jeans, an earlier model of CJ's Chinos model exists in "player.img", which are shockingly very similar to CJ's beta jeans. Most final shoes clip with chinos.dff, but if modding the unused shoes back into the game (chucks.dff, hitop.dff, timber.dff) they all fit the chinos model. Hoodyb also fits this model, as crouching will cause the pants to clip through most other clothing. This also explains to why most chino textures do not properly fit the final model (chinosb.dff) as they were originally made for chinos.dff during development.
HITOP
A pair of brown boots, featuring a unique model that goes unused in the game otherwise. These are actually featured in several extremely early pre-release screenshots. Like the grey boxers, they don't match CJ's final model very well, due to them missing the sock on their model. The midget in the cutscene for "A Home in the Hills" wears these hitops, and the Coastguard may sometimes spawn with a pile of stuff as a prop on the front, which includes these shoes.
However, thanks to a very talented modder, we can have a better look on how they could've looked like in the game.
TIMBER
And speaking of boots, the 2nd iteration of boots were also scrapped. In later screenshots once things like CJ's boots and jeans were cut, CJ could be spotted wearing these bigger boots with the "timberfawn" texture. In the final game, the game lazily reuses the shoe model meant for "basketball" sneakers. As most other unused shoes, they also do not fit CJ's final body, as they are missing the corresponding sock on the shoe model.
SHOESSANDAL
Black sandals and white socks. What a tragedy that they've been cut.
CHUCKSBLACK
Originally, CJ had an alternate default outfit displayed in early screenshots, consisting of an early tank top, the jeans from the 1st outfit, and some much better sized black hi-tops. Similar to other clothing models, they don't fit CJ's final model, due to them missing the corresponding "sock" in the shoe model. In the final game, the Hi-tops models are all much larger.
