Los Santos
Big Safehouse
There is an unused two-floor Safehouse that could have been located somewhere in Los Santos according to the filename. It even has a working wardrobe.
Rusty Brown's Ring Donuts
Despite only being used in the opening cutscene for Burning Desire, Rusty's Brown Ring Donuts has a complete interior with the working collision. There is even a working vending machine and extinguisher pickup, but food cannot be bought. The building itself was likely replaced by Jim's Sticky Ring because the interior seen in that mission was used at the marker there, and have an entrance box.
San Fierro
San Fierro Police Dept. HQ
Despite having a complete interior with pedestrians and name, the San Fierro Police Department HQ cannot be entered, and is the only police station in the game where this is the case. Oddly, there are Los Santos Policemen roaming around rather than San Fierro ones.
The building didn't seem to be enterable earlier in development, but the doors in comparison to the exterior somewhat match up. They also all have MP tags in the files for the interior, implying that it was for multiplayer.
Las Venturas
Early Bike School
An interior that is an earlier version of the Bike School interior found in Las Venturas, resembling that of the Driving School interior. It can only be accessed via the interiors glitch, and has no proper exit.
2 Floor Ammu-Nation
A near-complete two-floor version of the Ammu-Nation store, that has a shooting range on the second floor. The early and unused vending machine model is present there.
Other
Brothels
There are three unused brothel locations, which is unknown how they could have functioned.
Brothel 1
There is an unused brothel location. It plays the music from the nightclubs. It's mostly complete with the exception of a few untextured areas. Interestingly, there is an unfinished and earlier model for a slot machine implying that you could play gambling games there.
Brothel 2
The second brothel location, except it's more incomplete. It's missing collision for the chairs and tables, implying that the interior may have been exclusive to a cutscene.
Whore House
Another brothel that would have functioned as a bar, according to the filename. It's mostly complete with the exception of only having two bedrooms and one bathroom.
Motel Safehouses
There are some motel safehouses, referred to in game as "Motel room" (sic). Both of them have working Wardrobes and have the same layout. They were reused from the Jefferson Motel interiors, except they have the lack of a hallway. The first room does have a misplaced door which would have been for the second room, but it's only present there.
Warehouse 1
A very incomplete warehouse, lacking a name and a ceiling referred to in the files as "Smash TV". A similar name and mission, called "Slash TV" would be reused in Grand Theft Auto: Liberty City Stories, implying that the minigame itself was meant to appear in San Andreas judging from the top-down view and the lack of a ceiling.
Warehouse 2
A completely unused warehouse interior that is semi-unfinished. It's impossible to get to the second floor without using a jetpack. It may have been a leftover from the Gray Imports mission.
Unused 24/7 Interiors
There are three unused interiors for 24/7 shops that have varying layouts and are all complete.
Hyman Memorial Stadium
A huge leftover from Vice City (as indicated by Vice Street Racer billboard), where the box in the middle is the only source of collision. This stadium was recycled for Blood Bowl event with the exception of Vice Street Racers billboard being replaced by Bobo billboard.
