Just Cause 4 is all about taking over bases to defeat the dictator of an island nation.

Cancelled Vehicles
The game received a number of smaller vehicle packs in the form of the blackmarket packs. The exe of the game contains file names of never seen vehicles among the ones of the blackmarket ones:

A person outside of Avalanche Studios claims to have seen an early version of the game with a flying bike and a boat that can transform into a plane. The bike seems to have been actually planned, however northing about the boat can be found.
Unused Supply Drops

There are a few unused supply drops from the "other" tab that still remain in the authored_content file that houses the drop menu layout. These are:
- Cow Caracu 1
- Cow Caracu 2
- Cow Holando Argentino 1
- Doe
- Buck
- Goat
- Gondola Cart
- Soccerball
There is also an icon for the gondola cart. Actually spawning it in makes it spawn halfway in the ground.
Unused Locations
The game has two unused locations, these are:
- rico_dialogue_test_location in locations\global\debug
- grey_node_flying_fortress_main in locations\global\grey_node_flying_fortress
Both have an archive in .bl format and a properties file in .blo. The archives are empty and only point to the blo next to it.
The property files actually do have useful information, like coordinates. Teleporting to the coordinates of the dialogue test location brings us here, around 550 meters above the river:
Using coordinates from the flying fortress brings us here about 820 meters above ground:

The spring update of 2019 had a lighting test area accidentally left in. It was floating north of the island above water a bit out, though it was removed by now. Here is a video showcasing it.
Unseen Images
All of these can be found in the UI folder. None of them actually shows up in the game except for the face. It apparently shows up through a glitch with the vehicle health indicator. You can see that happening here.
Early Demon Crossbow
In editor\entities\weapons\01_wielded\wpn_102_crossbow we can find an early version of the Demon Crossbow from the Los Demonios DLC. It has been in the game since day one. Interestingly, the finished file has the same file name than the early one, but of course in another file path. Making a spawn entry for the earlier crossbow lets us spawn it in:
- Spawning it in, makes it spawn hovering in the air.
- It has no UI at all and instead of a special sound.
- It makes a single assault rifle shoot sound.
- It has only 6 shots and apparently it can't be reloaded.
- It is quite powerful and destroys most cars with only two shots.
Terrain Changes
Similar to Just Cause 3, Just Cause 4 also has a water_mod texture showing earlier terrain of the game that can't be found anymore. For this game it's the square in the top left which was likely another floating test area. In the final game we can find a floating moon here. The small landmasses to the left of the island are also not in the final game.
