Unused enemy actually used?
Pretty sure the unused enemy is actually used. There are several videos on YouTube featuring it with each frame. Here's one, for example. --Trash (talk) 06:25, 26 October 2015 (EDT)

The zombie is obviously female
It has long hair and wears a dress. There's a theory that the zombie is Jennifer's mother, who would have come looking for the father since he never returned. --MegamanEXE95 (talk) 15:01, 12 January 2016 (EST)
Not unused
The floor of the 2F hallway breaks if the player is being chased by Scissorman. Attacking him with the other insecticide can in the storage room will make the active fog visible. --MegamanEXE95 (talk) 22:03, 19 July 2016 (EDT)
Unused player sprites
Jennifer's full sprite set is now available on The Spriters Resource. I think some of those are unused, like the front-facing idle sprite, walking towards and from the camera without changing size and some other stuff. Possible moment where unused line is used
For the unused "This game of tag is over!" line, this video shows a very similar line at 2:40.

Although the video has The First Fear in the title, so it is not necessarily applicable to the SNES version. But this could be an indication as to where the unused line was intended to go.
For reference, here is the same moment in another version of the game (with a different translation compared to the above video), in which the line is not spoken.
