Sonic Adventure was conceptualized as an RPG called Sonic & Knuckles RPG, after the cancellation of Sonic X-treme, though the idea was rejected as Sonic Team wanted a true 3D Sonic game, they also wanted more story like Sonic 3 & Knuckles. Development started on the Sega Saturn, but due to poor sales, development switched to the Dreamcast, the engine used was later included in Sonic Jam as Sonic World.

Concept art was created with the Saturn specifications in mind.

Originally, the cast was going to retain their Classic designs, however they decided to show off the capabilites of the Dreamcast by altering their designs. They hired Ristar creator, Yuji Uekawa, to redesign the characters. When redesigning "Tails" and Knuckles, Uekawa gave them simple redesigns, while giving Sonic, Amy and Dr. Eggman more drastic changes.
