Peep's Whistle is an unused mount likely used by Game Masters as a testing item. The mount teaches you how to summon Peep the Phoenix Mount, which is virtually identical in every single way to the obtainable Ashes of Al'ar mount, bar the name.

This item was at one time a mount that summoned a Bronze Drake to ride, but was changed during an unknown patch to its current form. It's been in the game since approximately the Blackwing Lair patch (1.6.0), but now has no use whatsoever. It used to have the flavor text "You wish!" which was also, unfortunately, removed.

These three mounts were available in the Mists of Pandaria public beta and were planned as reputation rewards for The Anglers; unfortunately, they seem to have never been added.

It's worth noting that another water strider mount that was in the beta as a reward for The Anglers, the Crimson Water Strider, went unused in Mists but was eventually used in the next expansion, Warlords of Draenor, as a purchasable item from Nat Pagel.

These three rugs never made it past the Wrath of the Lich King beta. They don't seem to have models anymore.

When they did have models (as late as patch 3.3.5a), they still didn't function normally: their Use text read "(null)", and if you tried to use one of them when you had leveled Tailoring up to 450, it would produce the error message, "Must have a Cloth equipped".

The carpets cannot be ridden: they spawn in the place you tried to mount on them, and when you move, the carpet does not follow you. However, the game counts you as mounted regardless.

It's unknown why these mechanostrider mounts never made it into the game. As a side note, the Fluorescent Green Mechanostrider was given accidentally by a Game Master to the player Narshe on the European realm Frostmane, who doesn't seem to have it anymore, sadly.

This mount was likely intended as the horde equivalent to the Brewfest Ram mount. Once the Brewfest Ram was discontinued, this item had little reason to be added, especially since an epic version is obtainable as a boss drop off of Coren Direbrew. This mount also, for some reason, was given a unique mount description in Warlords of Draenor.

Named "Reins of the Night saber" as late as patch 3.3.5a, this mount has two odd qualities to it: it's limited for use by Humans, Orcs, Dwarves, Night Elves, Undead, Gnomes, and Trolls; and, it requires 1 skill point in "Tiger Riding".

There are a large number of unused Big Cat mounts in the game. Many of them are leftover from the original game's alpha, including the infamous Bengal Tiger mount, which was the subject of numerous youtube videos and fan theories.

The Spotted Nightsaber mount (which shares a model with the Leopard and Primal Leopard mounts, for some reason) was erroneously sent to a regular player by a Game Master in The Burning Crusade. After bragging to others on the General Discussion forums, however, he had it removed.
