Vault 13 Couple

These people were to take over the Vault Dweller's room after the exile from Vault 13. However, in the final game the other dwellers leave the room unoccupied in his honor. Their message file is VALTCUPL.MSG.

Concept art of the S'Lanter.

This is a reference to a faction that was (thankfully) never approved for full development according to developer comments, called the S'Lanter. The S'Lanter were a race of intelligent raccoons that mutated due to FEV and radiation from lab animals kept at the West-Tek research facility, then escaped to a (never created) location called the Burrows. Another reference to it can be found on the FEV Experiment Disk, which was strangely not cut from the game.
