From the co-developers of Pilotwings 64, it's Indy Racing 2000... which is actually based on the 1999 Indy Racing League season.
Model Viewer
Select a new save file in the Gold Cup menu and input "WOODY COOKIES" as your name. This model viewer features a gallery of developer portraits which appears amongst the other pit crew.
