Applying the below code and pressing L3 at any time will enable this menu. This was once used as a crash handler. If the game crashed and could recover, this menu would appear on-screen, however it is not possible for this menu to normally appear without cheats.

Present in function 0x001be3a8 is text for a test story screen. Nothing seems to use this routine anymore and appears to be missing code to properly execute.
