Everything under this list are unused functions that go unused by every character that has said variant of dialogue.
Answering Machine Dialogue
There is leftover dialogue for an unused answering machine function. It is unknown how this feature would've worked, however it could be that it was a planned gag for a place like Moe's Tavern. The format for this dialogue is "d_answer_charactercode_filename"
Agnes and Skinner
Agnes and Skinner have a collaboration of voice clips for this function. Note that a modified version of Agnes' final line is actually used for the ambience heard in the ghost playgrounds in Level 7, although it is hard to hear.

The end of the last voice clip was based the Season 4 episode "So It's Come To This: A Simpson's Clip Show", in which while Grampa is in the middle of saying that he goes in and out of comas all the time, when, just like in the above clip, he abruptly falls asleep and wakes up saying, "French toast please."
Snake has two dialogue instances for this function. Interestingly, Snake's dialogue filename uses a w at the beginning (which is referred to as the player character in most instances). The second instance is an alternate version of the first.

AI Destroy Dialogue
6 characters have dialogue for destroying AI cars, however it goes unused either due to a bug not allowing it to play, or it may have been removed intentionally. These dialogue lines follow either d_aidestroy_charactercode_filename, w_aidestroy_charactercode_filename, or both. The difference is that "d" dialogue is used for an NPC driver, while "w" is used in most cases for characters you're playing as.
Apu has 8 AI destroy quotes, 4 of which being very close to direct copies, so close to each other that they don't warrant an individual upload.

For some reason, Cletus has one line that has "d_missa" instead of "d_missp" like all the other characters with this unused variant.
d_missp is an unknown function for the driver of a vehicle probably missing a pedestrian, which goes unused. The dialogue for player characters is often reused in the w_missp section, so it is all listed there for those characters.
Comic Book Guy
w_missa is an unknown function for the player character missing something, with "a" being unknown.
w_missp is a similar unknown function that would be used for the player missing likely a pedestrian.
2 characters have "longjump" dialogue, which is probably either meant to coincide with a double jump or from the extra jump out of air vents - either way, it is not used.
There's a strange function for "dodge" that is perhaps meant for dodging other cars or wasp camera bolts.
There are 2 characters that don't get used ingame, Legs and Agnes, one of which is never referenced ingame, the other is used but never as an individual npc, only as a part of Skinner's dialogue.
Legs is not a character in the game, however he has leftover dialogue, likely meaning he was meant to be a small character in the game. He has 10 unused voice clips.
His first 3 clips are of him being hit by the player's car.

Compared to Legs, Agnes has used voice lines in the game, although they are a part of Skinner's voice lines while driving Skinner's Sedan, as she is only seen inside the sedan. However, Agnes was intended to appear in other parts of the game, as she has an unused model that is much higher in quality compared to her low-poly model in Skinner's Sedan, which leaves Agnes having 13 unused voice lines.

Many missions have dialogue made for them that didn't make the final cut, usually due to mission script changes.
3 Race Complete Dialogue
There is a conversation in each level that would've taken place for completing all 3 street races. However, the same simply tells you after the 3rd in the mission briefing screen instead.

Normal Function Unused Dialogue
These are normal ingame functions that go used by some characters, but not all by which have that dialogue variant.
Break Camera Dialogue
There is unused dialogue in the audio files with the format "w_breakca_charactercode_filename" for the 5 playable characters. These are most likely meant to be for when the player character broke a wasp camera. However, because of them either being removed intentionally or unintentionally, they do not play in game. What is interesting, however, is that in L1M4, for the power couplings that Homer destroys, Homer's dialogue of w_breakca actually plays here. So for Homer, his dialogue does go used, but for a different purpose, and the other characters' dialogue goes unused through normal play.
Apu has 5 lines of breakca dialogue. Two of which are similar to each other, but they have a big enough difference to upload both.

Normally this dialogue is used for when a player activates a button, but since there are none of these in Lisa's level, her dialogue never goes used.

This dialogue plays in the last 10 seconds of the final stage of a mission, for example during 3-6. Most characters have a use, however Wiggum never has an opportunity to use it since he is only a driver during level 1 and in 3-5, where it does not apply since the last stage does not have a timer.

v_mfail is used for when the player fails a mission, thus the AI are victorious. These are only ever triggered when the player loses to a character in a race, meaning that characters with this dialogue that are not raced have this dialogue go unused.
