When the majority of your game is based around audio, there's bound to be some stragglers left sitting unused.
Music
While there's only a small amount of music in this game that goes unused, what's here is indeed interesting. Something to note is that while a good chunk of music in this game is typically stored as streams (meaning the music is being played back like a CD player), the following tracks are stored as sequences (meaning the music is played back in real time, like a live orchestra).
BGM_TAP
A jolly sounding track that most likely originates from a scrapped "tapping" rhythm game. Adding to this, there exists another track intended for this rhythm game.
VOICE_TAP
A series of voices, some of which go unused. Something to note is that one of the voice clips was later repurposed for Board Meeting in Rhythm Heaven Fever. As stated before, this track was meant to be paired up with BGM_TAP, and when we pair them, we get...
BGM_TAP + VOICE_TAP
The full TAP experience. VOICE_TAP might've been made first, and served as a basis for BGM_TAP, which might explain why these two were separated.
BGM_AMBIENT
A relaxing track. This probably wasn't intended for a rhythm game, as it would be far too slow paced for one. Perhaps a rhythm toy?
Japanese OST Leftovers
Additionally, the Japanese versions of Karate Man and Karate Man 2 can be found unused in the American version of the game. These tracks could've been remnants of an ability to switch between the Japanese and American audio (a feature that would later be implemented in both the European version of Rhythm Heaven Fever, and all localized versions of Rhythm Heaven Megamix) that was scrapped due to space constraints.
Sound Effects
In direct contrast to unused music, there are plenty of unused sound effects lurking here. A rhythm game typically stores its sound effects in SEQARC files (SEQuence ARChive), so those are where we'll be snooping around in.

Something to note is that SE_MOAI_KONNITI, SE_MOAI_GOKURO, and SE_MOAI_SAYONA all appear to cut off prematurely. This is intentional, as the gaps are supposed to be filled in by the moai's shouts. This becomes apparent when you look at how these sounds are ordered internally. In the SEQARC file, SE_MOAI_KONNITI is followed directly by SE_MOAI_WA (the player's shout). SE_MOAI_GOKURO is followed by SE_MOAI_SAN (the unused third moai's shout), and SE_MOAI_SAYONA is followed by SE_MOAI_RA (the CPU's shout). With this in mind, we now know that the words spoken are "こんにちは" (konnichiwa, meaning hello), gokurōsan, and "さようなら" (sayōnara, meaning goodbye).

As you can see, this rhythm game has had quite the amount of content developed for it (in terms of audio), which means that it probably got a fairways into development before getting scrapped. Not all was lost though, as some sound effects were later recycled for other rhythm games in the series, and the general idea was recycled for Tap Troupe in Rhythm Heaven Fever. Ironically, some of the sprites intended for this game would later be found in that very game.

"PAPET" is a misspelling of the word "puppet", meaning that this rhythm game might've had something to do with them.
