Elementary, my dear Cactus.
This needs some investigation.
Discuss ideas and findings on the talk page.
Specifically: As there is no proper map viewer and the few tools that supports model files are still in a really rough state there is no way to preview this:
  • 5 parts of the Hospital level from Silent Hill: Origins are still left in the files
    • Maybe this maps could be re-inserted in-game as the files still contains map linker
  • The files from the cutscenes of the VHS recordings are still left in the files. Aparently the PSP/PS2 have are early versions based on the texture files as they contain texture from frozen part of the maps which in the early footage from the ending vhs cutscenes they took from reference the frozen versions.

Silent Hill: Shattered Memories is a survival horror video game, a reimagining of the first installment of the Silent Hill series.

An unused image of Harry and Cheryl was left in the files, the filename is "ui_photo_harryandcheryl.jpg" and it indicate that at some point the player would have received this image on their phone as the prefix "ui_photo_*.jpg" is used for images that Harry receives on his phone.

This photo appears in a cutscene from the final game, but frozen as it appears during a nightmare section where the world is frozen.
