Club Penguin Island is a sequel to Club Penguin being made due along with its discontinuation. The game also tried to make most services use a membership from IAPs, but these weren't as useful.

The game was discontinued after about 20 months, which caused the complete franchise to end in 2018.

Unlike its predecessor, Club Penguin Island had an offline mode implemented which was enabled on December 21, 2018, removing all membership requirements to the activities that had it and allowing players to continue playing post-closure.

Debug Menu

Elementary, my dear Cactus.
This needs some investigation.
Discuss ideas and findings on the talk page.
Specifically: See if there's any unused content that can be brought back using the options in the "Network" section.

A debug menu existed in the game's files. As of the final update (v1.13.0), the developers intentionally enabled and mentioned the options to call it for all players. We can see the development team used this debug menu as in the official post about debug mode, it says "What is it? Well, it’s a tool that myself and the rest of the Club Penguin Island team uses when testing the game."
