The password screen is only in the Japanese version of the game. Passwords are:

Disabled Slot Machine

Use Game Genie code 00C-948-B3F to activate the slot machine instead of the racing mini game.

Sound Test

Within the sound test, Up and Down toggle the track to play, A plays it, B stops it, and Select exits.

For reasons unknown, the password feature is only available in the Japanese version, resulting in the title screen being altered to remove the option for it in the international versions.

The Japanese version starts you off with three hearts, instead of the two you get in the international versions.

The Game Over screen was also altered to account for the international version's lack of a password feature. Additionally, the Japanese version has unlimited continues while the international versions only give you two continues.
