Test Menu

At the first title screen, before the "PUSH START BUTTON" message appears, press Left nine times on Controller 1 and Right twice (in any order), then press Start.

There was a simple cheat to enter this test menu, but it was disabled in the final release. Use Game Genie code PEKNSTAA, then hold A + B at the title screen and press Start.
