You can use this to browse the internet on your Nintendo 3DS! Not that you'll want to.

Message Tag Source

The directory message has ms_tags.h, from Nintendo's internal source code of version 1.2.3.8240 of their internal localization tool, the exact same as the file in Nintendo Network Settings.

Regional Differences

The Japanese New 3DS browser (skater) has a filter that blocks pornographic websites (or at least, attempts to) and throws up the message "This page can not be viewed because the filtering function is enabled." It can be removed with a ¥30 (19¢) payment, the idea being that kids wouldn't have access to a credit card and be unable to pay this fee as a result. This is completely absent from other regions.

Revisional Differences

While the Internet Browser only received the smallest updates needed to prevent using it to run SNES emulators and lower level exploits, it was completely replaced on New 3DS models. The Old 3DS browser is internally known as spider, while the New 3DS browser is codenamed skater.

skater is generally more powerful than spider, with skater having implemented HTML5 H.264 video support (including various 3D video formats), benefiting from more RAM allotted to applets, and taking advantage of the New 3DS exclusive buttons.

Breakout Game Easter Egg

While on skater's home page, repeatedly tapping the blue "Favorite Bookmarks" text to the rhythm of Super Mario Bros.'s overworld theme will change said text to "Stage Select". Touching one of the four most-used websites will then turn its domain name into a playable Breakout stage. The game can be played using the stylus, D-Pad, or circle pad.
