HUD icons for a phone, a property, a clothing store and a texture sheet titled "Civicbit" which contains the early textures for Blista Compact.
As seen in some trailers, Louise originally had black hair. The aerobics model of her still has the early version present, the only difference being the head.
The texture sheets for Vic (where his arms are exposed) feature a tattoo, which is never seen in-game.
SPLASH4-10.XTX are unused splash screens, which are just lower quality copies of the loading screens, two of which seem to be early versions. The one featuring Diego Mendez has a different skyline in the background and Diaz's face was touched up a bit.
A lonely test texture is repeated multiple times.
Three cut weapons exist on the disc, a phone, landmine and tear gas.
The adrenaline and camera pickups are both present here, neither of which are used. The texture for the adrenaline isn't mapped properly and the camera pickup doesn't have any textures present.
In addition to the above-mentioned tear gas and landmine, the weapon table in GAME.DTZ contains entries for the screwdriver, hammer and cleaver, most likely as leftovers from the original Vice City. Along with them is also an entry for a seamine; judging by the unused audio for the mission The Colonel's Coke it might have been intended as an obstacle for that mission.
Text for several cut vehicles is present. Ambassador is a boat and it was actually featured in a strategy guide, but with an image of the wrong boat.

Most likely played before the mission Kill Phil.
Rock star Phil Collins is set to perform a surprise concert at Downtown's Hyman Memorial Stadium. Tickets are already selling out fast, though Phil has yet to set a definitive date for the show. When approached, Phil's management told VNN "Phil won't set a date just yet. His work is a labor of love and You Can't Hurry Love." VNN, making a virtue a vice.
Most likely meant to be played after the mission Last Stand.
A stolen military helicopter demolished the upper floors of the Mendez Foundation's Downtown building today. Reports filtering in tell of numerous casualties. Diego Mendez himself is said to be amongst the dead. Underworld sources say this was "a legitimate hit" on the Mendez Brothers whom they alleged were two of Vice City's chief crime lords. Police have warned the public to remain vigilant, as the assassin and thief is still at large. VNN, a no-snooze news channel.
Could be played anywhere.
Dozens of innocent civilians were brutally slaughtered earlier today when a lone maniac went on a rampage in the streets of Vice City. Police, fearing that this could be the beginning of a brutal campaign of butchery are said to have issued an APB for the man responsible, hoping to bring him swiftly to justice. VNN, doling opinions to those in need.
Oddly, the clerks at the Ammu-Nation stores are all quiet, but lines for them still exist.

Unused Text & Audio
A whole lot of unused lines for various missions. Most of these have the sound files still present as well.
Vic defending the boat is a cutscene, so these lines go unused. The contact cannot be killed either, as he dies after the cutscene.

Phil had a lot more to say and he was gonna drive you to his old place.

Again, Phil had more to say about the car, Mary wasn't too pleased about Vic asking for her, alternate lines for Vic asking around for Mary and text for a tutorial for the group mechanic. The tutorial was moved to To Victor, the Spoils instead.

Yet again, Phil had a lot more to say. The first line was meant for the police station, unknown where the second line would be said, but it would lead to you stopping by the hospital. The last set of lines would be Phil telling you to take the Cholo down, these lines are not used since he does it himself.

Leap and Bound
You were meant to grab binoculars from your safehouse, instead they are given to you at the beginning of the mission.
CUTSCENE - Midtro 2 - Lance goes out to boat. Gets knocked out. Follow them. Go to your ~t~safehouse~w~ and get some binoculars.
A different line for Lance when you are at the "White Stallionz" bar and a line for Forbes as he was escaping captivity.

The Colonel's Coke
Some additional lines for Gonzales, warning Vic not to mess with him, telling him to pull alongside so his men can join him (Vic's helicopter is landed right next to them) and warning everyone about sea-mines, which don't exist.

Reni flies around in a helicopter directing you and cannot be killed, cameramen are around and can be killed, but this won't fail the mission and you were meant to pick up a change of clothes, which happens automatically when you start the mission.

Another cut mission that actually has the text and audio still present! The mission would take place right after Brawn of the Dead, after the Vance Brothers' mother stole their drugs. Sadly, nothing else remains of the mission in MAIN.SCM.

The song "Sex (I'm A...)" by Berlin (played on Wave 103) was omitted from the European release of the game, probably for its racy lyrics which got it taken off several radio stations when the song was first released.
