Debug Menu
A "Debug" tab can be added to the GTA2Manager setup executable by editing the Registry, by going to HKEY_LOCAL_MACHINE\SOFTWARE\DMA Design Ltd\GTA2\Debug and adding a string bob_debug_display with a value of 1. From here, you can enable a lot of debug features, cheats and other such things.
The following keys are enabled when "Do Debug Keys" is ticked:
- 1 β +1 respect for the first gang.
- 2 β +1 respect for the second gang.
- 3 β +1 respect for the third gang.
- 4 β +1 wanted level.
- 5 β Erases wanted level.
- C β Shows coordinates.
Using the numpad, the player can adjust the view or teleport themselves:
- 7 β Zoom out.
- 9 β Zoom in.
- 8 β Up.
- 4 β Left.
- 6 β Right.
- 2 β Down.
- 0 β Teleport.
- 5 β Center on the player.
- \ - Focus on the nearest vehicle.
- + - Frame-by-frame pausing.
- - - Toggle Fast Forward mode.
- . β 100% health.
Unused Objects
Objects to be put on a map, some similar to the original Grand Theft Auto. Many are found within the game's files and are fully functional, but for some reason are not included anywhere in the game.
Body parts
Unused sprites indicate that Claude was meant to blow enemies or pedestrians into pieces, something which was only implemented as of Grand Theft Auto III.
Unused Weapons
Electrobaton
A half-working weapon known as the "electro baton" can be found in the game. How it works is: first, a bullet is shot. If it hits a pedestrian, an electric current is created between the weapon and the target but the targeted person never dies. When used against human players, the electro baton causes them to slow down and continue walking even when the player stops holding any buttons. Using it against cars has no effect (i.e. only bullets are shot, without electricity). The electro baton makes no sound, unlike the constant buzzing noise of Electrogun. The electro baton has an unused pickup weapon sprite. Concept art shows a SWAT cop holding one, thus making it possible it would have been used when the cop dropped it.
Instant Vehicle Bomb
Similar to the regular Vehicle Bomb, except it explodes immediately after triggering, leaving no time to escape from the car. Perhaps meant for a suicide mission of some sort?
Tanker
This unused vehicle that can be attached to a Truck Cab, similar to Transporters and Containers, This vehicle was meant to be used in Industrial District according to Package file that are in.
Unused Graphics
Cop's Dialogue Face
A policeman's face possibly would have been used for dialogue. In-game, dialogue parts spoken by cops are rare and use the generic "neutral character" face(in Big Bank Job! and Benson Burner!). Also, it would probably be used if Claude was busted due to GTA 1 also having a police face if you get busted and got told what crimes you committed.
Claude Speed's Face Reaction
Claude's head is seen in many screenshots and one gameplay footage in the HUD where the health is at. Its appearance is having a bald head and blue eyes contrasting from Claude's sprite and the short film portrayal of Claude.
Skull and Crossbones
The game contains a sprite file for a skull and crossbones which would have been for when Claude starts a kill frenzy mission again, GTA 1 has a skull and crossbones when you start a kill frenzy mission.
Grand Theft Auto 1 leftovers
Fstyle.sty (Font Style) is file in Grand Theft Auto 2 that put main menu & hud stuff, While there's a lot of leftovers from first game on the series, 90% of sprites inside it are not used.
Drowning Ped
Pedestrians (And player) was have unique animation triggered when falling in water, In game just cropping the sprite instead of full animation seems like forgotten by programmers, Actually there's only three characters sprites in GTA 2 playing with different Indexed color in-game.
Textures
The graphic files contain a couple of tile textures that never used in main maps, You can easily know they're leftovers because they drawn "X" mark on them.
Palette Swaps for Law Enforcement Vehicles
Light green versions of the Cop Car and SWAT Van (Indexed Color ID: 36), as opposed to the light blue ones always found in the final version, Final version when player attempt to spray cop car, Garage worker will pay-attention to claude.

Various Already Failed And Already Completed
There are unused lines for all the main gangs that DMA Design would've planned to use the same GTA 1's mission failure state where failing makes the mission no longer available for the rest of the session, as well as the ability to use phone booths belonging to a completed mission. The final game disables phones belonging to successful missions and imposes respect point penalties for failures instead.

Unused announcer vocals
Game Over
An announcer saying "Game Over!" after you lose all your lives. The entity that plays the sound is not set up correctly, leaving this unique sound unhearable. If you fix the sound demonstration via game files you can hear the sound.
BombArmed
When player held a Vehicle bomb announcer warns the player for escaping, While it have same problem with GameOver Sound, Entity of the sound are broken fixing it will able to hear it, It's the only sound said by the announcer without hype.
