The Game Gear Pac-in-Time is essentially identical to the Game Boy version, the biggest difference being that this version wasn't released. The available build suggests the game was finished, though.
Level Select
Enter LVSPM as a password. It will register as invalid. Now enter any valid password.
Once in a level, hold Start to pause, highlight any item in Pac-Man's inventory, then hold 2 and press Up to increase the level number at the top, or press Down to decrease it. Unpause to go to the selected level.
