It's a placeholder cutscene that just depicts the game developer's logo, like a splash screen of some kind.


Another placeholder cutscene, this time has only "Lego City HH Placeholder Cutscene" written in it. Its name is related to "superbuildit_shuttle.moflex", so it suggests that you had to build the boosters of the Shuttle at some point.
